Description: The implementation of the Gabon Emergent Strategic Plan (PSGE) has had the commitment of political authorities as a corollary in several major reform sites. This project of economic and social transformation led to a deep redefinition of the organizational and functional framework of the State, with the ultimate aim of activating the development of the country. The current observation is that, despite this commitment, it was noted slowness and dysfunctions, the consequence of which is the delay in the implementation of capital reforms. Among the reasons regularly raised, the lack of harmonization in the methodology of conducting reforms, and more specifically, in the enactment of legal standards. The causes of this situation is the absence of a guide to Legisics shared between the government and the constitutional institutions playing a decisive role in the production of the standard.
